That's why local shelters are working together to make sure that doesn't happen. A couple of months ago the Scott County Humane Society, Rock Island Animal Control, Quad City Animal Welfare Center teamed up to offer five dollar cat neuters. All together the three shelters fixed more than 300 felines.
