Are Shih Tzu puppies allowed on planes?

I'm moving to Canada in a few months from the Philippines, but I'm not sure if my Shih Tzu can come along.

3. Each airline has it's own set of rules. You may be able to have him in the cabin with you, but I'd suggest, if this is going to be a long flight, he's probably going to be better in the specially made hold. Don't sorry, provided he's not very young (I'd not fly a puppy of much under 5 months personally) he should be fine. Talk to the airline involved. Airlines will accept most breeds, although some can be difficult with a short-nosed dog like the Bulldog, or Pug.
