i live in a condo on the 3rd fllor and have 2 shih tzu puppies that are 8 months old what is the best way I?

can house train them? I was using the pee pads because by the time I got them down stairs they would not go.

1. Just wait for them to pee then, if they pee pet them give them a reward.. you have to let them know that there is a certain time to pee outside..
