Are you allowed to steal other people's avatars?

I got this picture by pausing an old Felix the Cat short and copying the paused frame with the snipping tool that comes with Windows. I just saw someone with the exact same picture. He is on level 2 and joined after me, so I was the one using it first. Is this allowed?

1. Generally it is not allowed to impersonate other members. But seeing as the both of you are using an image that is not your own original, you don't have much to stand on here as far as an official complaint goes, unless they have also copied your username and then you could report them as a clone.
