Do you need a permit to make balloon animals on the street in Colorado?

If I wanted to make balloon animals ONLY FOR TIPS in Colorado (Golden in particular), do I need a permit or business license?

1. Yes, you need to fill out Colorado State Form 1142, and there is a $25 processing fee.
2. Only if you make Nobama balloons.... you know, the Hopey/Changey balloons..... Of course, you'll also be taxed 130% of all your tips and you'll have to make a black balloon look like Michelle's underarms.
