Are walkie talkies effective when communicating with your cat?

When I am in bed I have a walkie talkie and I tie a small one around my cat's collar. Whenever I want him I meow through the walkie talkie. His eyes bug out when I do and he pauses for a second but then goes back to licking himself. Its a work in progress
