Is there anything that prevents countries from capture endangered animals for aquarium display?

I know CITES prevents international trade of endangered animals, but is there anything that prevents local capture? I am not talking about the US here.

  1. Yes. There are all kinds of laws that prohibit taking of endangered species. It is not a country that violates these laws. It is the selfish greedy people that live within countries that refuse to enforce the laws.
  2. Sad thing is the lack of enforcement or even awareness of who is carrying out this illicit activity. We are lucky to have national, state, and private preserves and parks. However, it is virtually impossible to outfit each with the level of security and monitoring required to prevent poaching.
