How can I adopt a dog from another owner in an animal clinic setting?

I have witnessed so many greyhound racing dogs get put to sleep just because they have a broken leg, and because the owner doesn't want to spend the time and money to help them regain health. I have such a strong love for these dogs and I want to adopt a greyhound before the owner has the chance to euthanise it. How would I go about doing this?
