How do I catch legendary dogs/cats on pokemon crystal?

Everytime I spot one, It's always suissine. but whenever i get within 2-3 steps of it it runs away. How can I fight the pokemon without it running away first and catch it? I've got most badges i just need the last one. thanks x

1. at a certain point you will meet all the dogs and then they will be released for you to catch
2. Well that's part of the story. Eventually you wil be able to battle it at the tin tower and it will not run. The other two can be found at anytime while walking in the grass although tracking it can be a challenge after your first encounter. Also the other two will always runs. My method is the beat and catch. Beat it to the red and use hypnosis, each time you will have to track them down again.If you get a lvl. 80 use level balls.
3. the dogs roam around and there is no cats. try to have the first pokemon in your party know mean look then use it so the dog cant escape. if you dont have a pokemon that knows mean look try attackng it so next time you battle it you have a better chance of cching it. plus i think the ice dog is loceated in the tin tower
