Whats the best way to stop Shih Tzu puppies getting thru fence?

I just install a wooden fence round by deck and part of my yard to contain my shih tzus. Problem is the spaces between the pickets are 4 inches and the puppies are only 14 weeks old and can fit thru them right now. Anyone have any suggestions for a quick, cheap, temporary fix ?

1. use mesh and tac it to the wood
2. Chicken wire.
3. Orange construction/snow fencing. Very cheap, easy to put up (staple it to the wood) and remove when needed. It's ugly, but it does come in other colors as well if you look hard enough. I've used chicken wire but I'm concerned about its sharpness around small dogs' eyes.
4. get some chicken wire put along the inside of it till they get bigger.
