How can I stop my dogs from having sex?

I have 2 chihuahuas........ The male has been neutered for 3 years but he keeps having sex with the female who is NOT spayed. I thought if you neuter the dog they stop having sex? I guess not! Both are 7 years old. The female has swollen vagina and keeps sticking her butt in the male's face and he licks her privates then mounts her. I have even seen them out in the snow stuck together after sex and I am worried they would freeze to death. HELP!

2. Males will still be interested in bitches, whether they are neutered or not, just cant produce litters. Have the bitch speyed.
3. Why don't you just spay your female? If you don't do that, you need keep her inside and away from all other dogs during her heat cycles.
4. By neutering your dog you stopped his ability to reproduce. but not his sex drive. He will behave like any red-blodded male when a pretty girl says she's interested! You will have to spay the female to get his interest in her to stop. And no, contrary to some old-wives'-tales lout there, seven years old is not too old to spay. Actually, with her age she is getting a higher risk of a life threatening infection of the uterus the longer she is unspayed.
