me and my friend want to sell balloon animals outside of a baseball game. What's the catch?

What do I need? how much is it gona cost? are people going to throw me in jail for life for selling balloon animals outside of a baseball game?

1. You would need a permit or license to sell merchandise on the street corner. Check with city hall for what would be needed.
2. Also ask whoever is already running the concession stands for the ball park. They might have a contractual agreement already to sell all the stuff like megaphones, giant fingers, and balloon animals. If the teams have an animal mascot, make up a few like the mascot, and take them down there to see whether the guy in charge is ok with you standing around hawking your wares.
