Are miniature horses allowed in Seattle WA?

My mother, who grew up with horses all her life, is growing old and is in need of some kind of service animal. She would prefer one of those "mini horses" I've seen a lot lately. Many are being trained for providing service to humans. Are they allowed to be owned in Seattle WA? If so, around how much are they going for? Thank you so much for your help. Please someone answer this question!

  1. Not inside city limits. All cities have ordinances against 'livestock' and horses, pot bellied pigs, chickens and goats are livestock.
  2. Assuming by "in Seattle," you mean within the city limits of Seattle: The Seattle Municipal Code does not appear to have an exception for miniature horses. It looks like miniature horses are just considered "horses." You CAN keep a horse in the City of Seattle, but you need a 20,000 square-foot lot to do so. That's a pretty big lot. Yes, there are lots that big, but I'm guessing your mother doesn't have one. Worth a check, though. For what it's worth, miniature goats and miniature pot-bellied pigs are okay, subject to some limits.
