Generic Bella Sara Codes?

There are a lot of codes for Bella Sara horses that can be found online. I was wondering, since these seem to work more than once but other cards don't, are these generic codes released by Hidden City Games? Or, are the people who figured them out just lucky that they shared more than once and each registered? I know the cards that I have can't be registered more than once...
