- The skin might be getting chapped from the cold. Like people getting chapped lips.
- maybe your dog can't see what he is stepping on
- Wow, I bet my skin on my hands would bleed too in the snow if I had to walk around on them in the snow and ice and rocks and grass, etc.... never thought about that before. Get some dog shoes at petsmart. I put them on my little dog when it is all wet outside so she doesn't bring in mud.
- Probably getting dry and chapped... Also sometimes the snow gets like that icy crust on top.
- It could be dry cracked pads, it could be thin and brittle and the ice is pulling the skin from his paws, he might have a cut....but in any case, you need to take a good look at it and clean it up. I suggest getting the dog booties for playing in the snow.....search dog pad care and dog booties and you'll find tons of options.
