shih tzu puppies have short hair, when does it look fluffy?

I am fostering a momma dog and her puppies. She is a shih tzu, but no idea what the dad was since she was found as a stray. I am trying to figure out if the puppies fur will stay short. How old are they when the fur gets longer and really fluffy? Right now they are about 4 weeks old and the fur is short and soft, maybe like a beagle. THanks!

1. the puppies fur takes a while to grow in, but at 4 weeks old they should look pretty fuzzy, not sleek.
2. you will not know in the puppy's are 4 m or 6 ms.look rott puppy's are fluffy Win baby but Win the dog gets big it not fluffy any more its more dogs like that to.
3. they will look like fur balls in a couple of weeks, if they have their mamma's genes. but as far as long hair, it may take a few years.
