What is the name of the 90's show about the girl who rode horses a lot? It was either on Nikelodeon or Disney?

It was about a girl who was from the City and got caught doing something bad so she was sent away to live out west and she rode horses a lot. she also took a lot of pictures throughout the show. Sorry these are really awful details but i was pretty young at the time that the show was on and it is all i can remember!!hahaha
