whats the cost of a kennel license in Houston,TX?

I have four german sheperds and 2 cross breed puppies. I've gotten complaints from one grumpy neighbor about having too many animals, then the pound showed up and said if I wanted to have more than 3 dogs I need a Kennel License. Does anyone know the cost of the kennel license? And is it a annual charge?
