Quantum of Solace Horse Race?

Just saw "Quantum of Solace", and I have a question about a set piece from the film. Early in the movie, a chase scene is juxtaposed with a rather unusual horse race. The race is in an Italian town, there is no racetrack (rather, it takes place in a cobbled street), and the horses are not saddled, but the riders wear silks. There is a crowd taking pictures, etc. Does anyone know if this is an actual event or something that was made up for the movie?
