Is it legal to post pictures of people who do not clean up their dogs' poop?

I live in an apartment complex and I would like to take and print out pictures of offenders. Then post the pics on our community mail boxes. I am not putting the pics inside any mailboxes for the record.

1. Where i live it is illegal to take pictures of someone without their permission.
2. Maybe it's not legal but i'm sure it's the right thing to do. Nowadays you care too much about peoples rights to privacy. Privacy, sure, but act like humans for God's sake! Clean your mess!

4. I'm not sure what it would accomplish, but you could always post the pictures anonymously or, better yet, why not just send one anonymous photo to the apartment manager?
