You don't mention where you live but are you near any Amish communities that often have horse auctions?
Horsefinders.com Horseclicks.com Type in horses or sale in google and go through ALL the pages.
Craig's List, feed stores, local papers. Then depending upon where you live, there's always the local horse auctions. One thing though about auctions, most are getting rid of their horses there for a reason so if you're not a real good hand at finding soundness, age or behavoir issues, DO NOT buy there. Use the sale to educate yourself.

Well if you take lessons, ask them if they could keep a look out for a horse for ya. Ask a local vet if they could keep a lookout. equinehits.com this is my favorite you could go to auctions, or something along those lines. you can get a well trained horse for 1500 or less! look on google "horses for sale in (your state/province), (Your country)" You'll find lots with this on google.
