My friends horse used to race but is retired she uses a rubber bit is this bad?

the horse was okay in the beggining now he backs up and doesnt let her ride him. I think its the bit but im not so sure. I told her she needs to train him more any suggestions on what bit to get her?

1. Rubber bit is very gentle.. but if he is backing then he needs to be retrained for sure. He may be having some pain problems, but probably just being naughty. Maybe she is using a curb chain or some other gear that is pinching him.
