How cold is too cold for my miniature horses to be outside? ?

They have a shelter to get out of the wind, however, I am still not sure if they are too cold or not? I live in Oklahoma and it is getting down to 31 degrees tonight. Is the shelter ok for them and when do I need to stall them?
