What types of dogs grow up to only be nine pounds?

1. toy or tea cup poodles, and those lil mexican dogs chiauhaus or however you spell it
2. Exactly nine pounds? I am not sure. I have two Chihuahuas. One is six pounds, one is four. Poms are small. Yorkies. Does have to be nine? Can you give and take a little?
