How come pitbull advocates care about dogs more than humans?

How come every time a pitbull attack is reported they blame the victim? Even if it is a little kid. How come they always blame the owner, even though pitbulls have been bred to kill for over a hundred years. How come they won't accept the fact that dogs can be bred to be agressive and 100+ years of breeding killers can't be wiped out?
