what is this movie?

I work in a hospital and I just went into a patients room and the tv was on and I would really like to know if any one knows the name of this movie? it looks like a movie made in the 70s. there was a child in a blue like snow suit screaming and the parents are like in a phone booth. the girl then gets attacked by a black dog. the next scene is a lady screaming ay her son because she found a bottle of liqour in the oven. that's all I seen...seemed strange. anyonee know the name of this movie?
