2. Well how young are you talking about?
3. Most of them don't. The ones that do usually come from breeders who don't really care about much besides selling puppies and making money. The cause is usually a congintal defect (something they were born with). A good breeder will stop breeding a dog that has puppies like this, but some don't as long as they are making money.
