when and where is the best time and place for spotting the wild horses on the outer banks?

I am going in September again and have never ventured into this area before. I know the scenery is beautiful, and ther are no guarantees on sightings, but I want to use others experiences to have the best chance at spotting them while we are there

1. Head north, toward Duck, and keep going. The paved road eventually ends, there is livestock grating across the road, where the sand road begins, to keep horses from straying in to traffic. It's been a while since I was there, but I'd say about 15-20 miles north of Duck.
