How can I keep dogs and cats from doing their business on my lawn?

I am at my wits end. I have people walking their dogs and not picking up their poo and I have cats doing the same thing (not walking their dogs though) I have used chemicals and other products like chilly powder. Any ideas

1. At most pet stores there are sprays that deter animals, usually like a sour apple spray. That should at least help with the cats. With the dogs.... Try to catch the owners in the act and if they refuse to pick it up, then call the police. There is a fine for not picking up your animals poo.
2. Please don't use chemicals or anything to harm these animals. Keep a fence in your yard. Or build a gate.
